What it asks

Whether the state should take ownership of the labs training frontier models. Which state matters: a US nationalisation and an international consortium defend completely differently.

Who proves what

Prop must pick an owner and defend that owner's incentives. Opp's strongest line is that the state is a worse steward than the firm, so Prop has to engage government capability directly.

Ground worth taking

Prop should take nationalisation into a public-benefit corporation with a statutory safety mandate, modeled on the way nuclear weapons research is held, rather than a normal government department.

01 The incentive is misaligned by construction
Claim
A private lab is legally obliged to prioritise return, and safety is a cost.
Warrant
Every frontier lab founded on a safety mission has since restructured toward commercial capital. That is not hypocrisy, it is what capital requirements do to a mission.
Impact
You cannot fix by regulation an incentive that operates on every internal decision. Ownership is the only lever that changes the objective function.
02 The externality is national-security scale
Claim
Frontier capability affects biosecurity, cyber-offence, and information integrity.
Warrant
These are precisely the domains where states already refuse private control. No country lets a private firm decide enrichment policy or export its own cryptographic standards.
Impact
Consistency plus magnitude: the same reasoning that nationalised fissile material applies here, and the timeframe is now rather than after an incident.
03 Public capital is already the input
Claim
The research base, the chips, and the security guarantees are publicly underwritten.
Warrant
Transformer research came out of publicly funded labs, export controls protect the chip supply, and the compute build-out depends on state-approved energy infrastructure.
Impact
The public bears the risk and the input cost while the returns privatise. Nationalisation aligns who pays with who owns.

01 State ownership is state capability
Claim
A government that owns the frontier model owns the ability to deploy it domestically.
Warrant
Every capability Prop worries about, persuasion, surveillance, autonomous targeting, becomes directly available to the executive with no commercial party in the way to refuse.
Impact
Prop's risk model assumes a benign owner. Across a twenty-year horizon and multiple administrations, that assumption fails at some point, and the failure is not recoverable.
02 Talent exits
Claim
Frontier research depends on a few thousand people who can work anywhere.
Warrant
Nationalisation means civil-service pay bands, clearance requirements, and publication restrictions. The researchers move to whichever jurisdiction did not nationalise.
Impact
You acquire the buildings and lose the capability. The paused-capability outcome Prop wanted arrives, but the frontier continues somewhere with less oversight.
03 Regulation reaches the same goal
Claim
Compute thresholds, mandatory evaluations, and liability rules bind behavior without transferring ownership.
Warrant
The EU AI Act and US executive actions already impose pre-deployment obligations. These are enforceable against firms that remain private and remain accountable to courts.
Impact
Prop must show a safety benefit unreachable by regulation. If regulation gets most of it, the ownership transfer is unjustified risk.

Is a profit motive or a state monopoly on force the more dangerous thing to attach to frontier AI?

How Proposition wins it
Prop wins by showing commercial pressure is already producing measurable safety compromises, and that democratic states have governed dangerous technologies before.
How Opposition wins it
Opp wins by making the misuse case concrete: name the administration, name the deployment, and show no institutional check survives state ownership.

Proposition mistakes
  • Leaving "the state" undefined. A US-only nationalisation and a UN consortium face opposite objections.
  • Ignoring talent flight. It is the most concrete Opp mechanism and it needs an answer, not a dismissal.
Opposition mistakes
  • Defending labs as responsible actors. Prop has the receipts on restructuring and you do not need the claim.
  • Running only market efficiency. This motion is about safety and power, and an efficiency case reads as missing the point.
